Functional Statement: Support the local government’s over-all mission to provide better services and infrastructure to its constituents and the public in general.

Objectives:

  • Develop, formulates and implement plans and strategies which are administrative and management related programs and projects.
  • Coordination of work of all officials of the LGU under the supervision, direction and control of the Mayor.
  • Establishment of the sound personnel program for the LGU
  • Preparation of direct administrative services in situations during and aftermath of man-made and natural disasters and calamities.

Office of the Secretary to the Sanggunian

Functional Statement: To supervise/provide the legislative support services needed by the Sanggunian in the enhancement of laws and approval of resolutions.

Office of the Municipal Planning & Dev’t Coordinator

Functional Statement:

  • Formulate integrated, economic, social, physical & other development plans and policies of consideration of the Mun. Development Council
  • Conduct of continuing studies, researches and training programs necessary to evolve plans and programs.
  • Integrate and coordinate all sector plans and studies undertaken by the functional groups or agencies.

Objectives:

  • To prepare comprehensive plans and other planning documents.
  • To analyze the income and expenditure patterns and formulates and recommend fiscal plans and policies for consideration of the Local Finance Committee.
  • To promote people’s participation in the development planning within the locality.

Office of the Municipal Registrar

Functional Statement:

  • Responsible for the Civil Registration Program of the LGU concerned pursuant to the Civil Registry Law, the Civil Code, the Family Code, RA 9048 and other pertinent laws, rules and regulations issued and its implementation.
  • Develop plans and strategies upon approval thereof by the Local Chief Executive (LCE), implement the same, particularly those relative to Civil Registry programs and projects which the LCE is empowered to implement and which the SB is empowered to provide for under to attain 100% effective Civil Registration.

Objectives:

  • To maintain in full the Civil Registration Information (CRIS) through computerization program to include recording, posting, coding/encoding of documents in a compulsory, permanent and continous manner.
  • To maintain quality archival records for a systematic, easy retrieval of documents for fast and accurate issuance of requested certification of documents, legal instruments and Court orders.

Office of the Municipal Budget Officer

Functional Statement:

  • Budgeting is planning on how to utilize the LGU’s resources during a given period. It compel periodic planning, enhances coordination, cooperation and communications forces quantification of plans and proposals. The Municipal Budget Office then, takes charge in the preparation of the Annual General Fund and Supplemental Budgets and review of the Annual and Supplemental Budget of the 14 Barangays of Banaybanay.

Objectives:

  • To prepare a budget in conformity and in line with the thrust and objectives setforth by the Local Chief Executive.

Office of the Municipal Accountant

Functional Statement:

  • This Office shall have the primary function/responsibility to undertake its Accounting and Internal Audit Services.
  • This Office shall install and maintain internal Audit System.
  • This Office shall prepare and submit Financial Statement to all concerned Agencies/Personnel.

Objectives:

  • To provide timely, accurate, complete, and realistic Accounting/Financial reports/Documents to management and other concerned agencies of this Municipality.
  • To safeguard the Financial Resources through the Installation and maintenance of the Internal Audit System.

Office of the Municipal Treasurer

Functional Statement:

  • Organize the collection and disbursement to treasury personnel. Carries out the rules and regulations affecting all phases of collection, spending and safekeeping of municipality and national funds. Certifies as to the availability of funds claim vouchers and payroll. Custody and supervision of all municipal funds and properties. Supervise treasury activities of great emphasis in punctuality, collection efficiency and discipline:
  • Provide staff support to Local Chief Executive and the Sangguniang Bayan in fiscal management.
  • Provide fiscal and technical assistance to the Budget and Accounting Office, also to various Barangays of the Municipality

Objectives:

  • To administer and supervise the different functions and work programs of the Municipal Treasurer’s Office with emphasis of proper disbursement of funds in accordance with the existing rules and regulations.

Office of the Municipal Assessor

Functional Statement:

  • Ensure that all laws and policies governing the appraisal and assessment of real properties for taxation purposes are properly executed.
  • Conduct frequent physical surveys of real properties within the municipality are proper taken cared of, as far as recording is connected. See to it that all assessment records are encoded properly in the computer.

Objectives:

  • To be able to give quality and prompt service to the clientele.

Functional Statement:

  • To provide quality, sustained and affordable health thru enhanced human resource capabilities, improved health facilities, well-informed populace, active linkages with other GO’s, NGO’s and health volunteers and adequate  budgetary support from LGU, DOH, and other stakeholders.

Objectives:

  • To maintain zero incidence of mortality of all imunizable disease, dengue, malaria
  • To reduce the under 5 mortality rate by 10%
  • To enroll more indigents under PHIC
  • To reduce malnutrition rate by 10%
  • To maintain a cure rate of 85% (NTP)
  • To maintain a contraceptive prevalence rate of 70% (FP)
  • To increase blood donors to 1% of population
  • To maintain potability of water supply
  • To have more indigent patients availing of free surgery.

Office of the Municipal Social Welfare & Development

Functional Statement:

  • The Municipal Social Welfare & Development has performed functions under the provisions of the Republic Act 7160. Otherwise known as the Local Government Code of 1991. As provided for, it has to comprehensively implement and delivers Social Welfare Development Programs and Service, address primary to disadvantage individuals families and communities. Likewise it has to develop plans and strategies to empower the disadvantage to become productive, attain, a meaning life, improve their living condition and a contributing member to the society. It also provides protection, rehabilitation and opportunities to attain a better quality of life.

Objectives:

  • To enrich and strengthen the families so that it may be able to do their expected roles and functions to its members and to the community.
  • To develop people’s awareness, readiness and capability to respond/take action in solving problems and in improving their quality of life.
  • To provide supplemental parental care by a Day Care Worker/taker to the children below 13 years old during part of the day when parents cannot attend to their needs.
  • To promote the total development of the youth especially the out of school youth to fully realize their worth and dignity and thus become self-reliant, economically productive and socially responsible citizen.
  • To develop the women’s interest and concern in community affairs, hence organize women/ mobilize community activities/projects and advocates on issues affecting their welfare.
  • To provide services on disability prevention, rehabilitation and equalization of opportunities for persons with physical, mental and social disability in order to enhance her capability to attain a more meaningful, productive and ultimately become self-reliant and contributing members to society.
  • To provide timely and appropriate assistance to help alleviate the conditions/situations of distressed and displaced individuals and families who is in crisis, victims of violation of human rights and disaster, who are in need of food, clothing, temporary shelter, emotional, moral support, and etc.

Functional Statement:

  • Develop Agricultural plans and strategies and implement the same and ensure that maximum assistance and access to resources in the production and processing and marketing of agricultural and aqua-cultural products are extended to farmers, fishermen and local enterprises. Disseminate information and basic research on crops, develop control/preventing strategies of plants pests and disease and other agricultural matters which will maximize production. Enforce rules and regulations relating to agriculture and be in the delivery of basic agricultural services.

Objectives:

  • To realize and sustain food security through increased production by enabling farmers and fisherfolks to reduce more and enhance the degree of profitability in farming enterprises.

Office of the Municipal Engineer

Functional Statement:

  • The change in implementation, construction and monitoring of various infrastructure projects and activities whether by administration or by contract within the municipality and carries the responsibility of activities whether by administration or by other ancillary permits.

Objectives:

  • To ensure that all works undertaken shall conform with the approved program of work, plans and specifications and effective implementation of PD 1096 known as National Building Code of the Philippines.

  • Takes charge in undertaking major and minor maintenance of all light and heavy equipment owned by the Municipal Government of Banaybanay. Its services include welding services, fabrication of equipment parts and other related services. In addition, Motorpool section also takes charges in scheduling and dispatching of equipment either utilize for on-going infrastructure projects or other related services.

Objectives:

  • To maintain and sustain the life span of light and heavy equipment of the Municipal Government.

Office of the Municipal Mayor(Terminal)

Functional Statement:

  • Supervise and control the operation of the Terminal Section, its personnel disposition improve collection and over all flow of traffic.

Objectives:

  • To ensure the smooth flow of traffic of incoming and out going vehicles.
  • To ensure the safety and convenience of the riding public as well as the business operations of the small entrepreneur and vendors.
  • To maximize collection of Terminal and other fees.

Office of the Municipal Mayor/ Market

Functional Statement:

  • Supervise and control the administrative function of the Economic Enterprise Office with the market as the base of operation.
  • Supervise the operation of the market of the Municipality of Banaybanay aiming to provide a clean, orderly and economically viable agency of the government.

Objectives:

  • To provide a clean and orderly market where consumers are assured of a safe and quality food.
  • To implement a system of collection of fees to market section viable in its operation.

Office of the Municipal Mayor/ Slaughterhouse

  1. Edwin P. Libaton – Administrative Aide III

Functional Statement:

  • To perform and implement Meat Inspection as one of the Basic Services for safe meat that is for human consumption
  • To operate the new Slaughterhouse facilities and ensure hygiene and sanitation in all aspects of the operation.
  • To intensify and maximize revenue collection of municipal abattoir.
  • Submit report of any communications outbreak of livestock diseases to higher authorities of the Department of Agriculture.

Objectives:

  • To meet proper procedure and standard of slaughtering animal so as to ensure the consuming public for hygienic and wholesome meat products.
  • To improve tax collection for the slaughterhouse.

Office of the Municipal Mayor/ Cemetery

Functional Statement:

  • The Cemetery Section will implement a new system of burial under the new memorial garden concept
  • A new site will be operated in a more modern and spacious area.

Objectives:

  • To operationalize the new Banaybanay Memorial garden as a modern and updated cemetery.
